This is not technically a movie but a tv series, but since only one episode was ever broadcast I think it merits special consideration.

It centres on fictionalised versions of Adolf Hitler and Eva Braun, who live next door to a Jewish couple, Arny and Rosa Goldenstein. The show spoofs elements of mid-20th century American sitcoms and is driven by Hitler's inability to get along with his neighbours.

Now I’m intrigued by the idea of an episode dedicated to terrible shows. Cop Rock has a lot of potential here.
