I think there's some confusion in terminology here. American "icing" (confectioner's sugar, water/milk, sometimes food coloring) generally hardens and is therefore used on cookies¹ or other desserts eaten by hand. "Frosting" (sugar, butter, milk, flavoring like vanilla and/or cocoa) remains soft and is used to coat the outside of cakes².
