Kukoda is referring to the Ferengi. No, they were not all played by Jewish people (in fact, the first Ferengi we ever see is a played by a Spanish actor). They were introduced in The Next Generation, not the Original Series. Whether or not they are a Jewish stereotype is highly debatable. We do know they were introduced as a critique of capitalism.
