I vaguely remember watching this very strange, romantic movie when I was nine. I thought would Google what I could remember from the plot to see if what I remembered could possibly be correct. What do you know, "Robert downey jr father ghost falls in love with daughter" actually yielded some results.

 

IMdB description is: "A reincarnated man unknowingly falls in love with his own daughter from his previous life. Once he realizes this, he tries to end their relationship before angels erase his memory."
