AFI 100 too volatile?

I compared the two AFI 100 Lists (of all time). I noticed the difference between the 1998 and the 2007 list is quite substantial both in content and in placements.  Movies placed as high as #39 in 1998 disappear from the list 10 years later. Isn't am all time list rather static by definition? I was confused comparing the lists side by side.

No list is static! That's the point of taking a new poll. Tastes change over time.
