the code of hammurabi is actually misrepresented and recommended _against_ "eye for an eye" treatment except in outstanding circumstances, which archeologists and anthropologists suspect were incredibly rare. the codes were largely an injunction against the rights of creditors and invoked a "jubilee year" or debt forgiveness for domestic debts owed to the temples and palaces (but not commercial debts between merchants) which was a longstanding tradition in byzantine political society.
