It has Charlie Sheen as the instructor, and Nastassja Kinski as a Russian spy who drags Sheen into fighting off KGB bad guys to find some gold. Not a box office success (made only $16 million in the US on a budget of $50 million), but the guy who wrote the film is none other than David Twohy of the Riddick series!
