Oh lord, I just peed a little bit. The thing is that you can tell that he was really trying to go for an American accent, especially in the beginning of that speech. If you look at the IMDB for Street Fighter, Van Damme actually had a dialect coach. There's also like ten people that worked on ADR and re-recording.
