Short answer: Most of them were in Spy Kids 1 & 2. The ones that weren't had appeared in other Robert Rodriguez films, so there's that connection.

 

Also, Stallone was kind of slumming at the time.

This was considered the worst Spy Kids film until All the Time in the World came out a full 8 years after the last one.

I watched part of this with my niece and nephews while on vacation. I remember liking the first two Spy Kids films in the past. This one was horrible.
